Budget Opponents Line Up Against Bill Targeting Special Funds
JEFFERSON CITY(AP) - A proposal that would help the state budget in tough times is drawing lots of opposition. Senate Appropriations Chairman Chuck Gross says the state needs more flexibility to make budget cuts when revenues fall. He's targeting the state's 291 special funds. Money in those earmarked funds is not considered part of the state's general revenues. But Gross' legislation directs money destined for those funds to general revenues after years in which revenues grow by less than two percent. Numerous people testified against the bill today. They said it wasn't fair to divert money from its intended purpose. One lobbyist compared it to a person paying for a meal that gets eaten by someone else.
