Missouri Dog Breeding Compromise Spurs Animal Measures

JEFFERSON CITY, Mo. (AP) -- A year after the dust settled from changes to the state's dog breeding laws, some Missouri lawmakers are pushing new legislation affecting animals.
Voters in 2010 approved new requirements for Missouri dog breeders. Lawmakers repealed and replaced much of that law in compromise legislation backed by many state-based animal organizations and agricultural groups. Now more changes to Missouri's state's animal could be coming. 

One measure from Democratic House Member Jeanne Kirkton, would exempt animal shelters from paying a state licensing fee. Two others, sponsored by Republican House members aim to limit the possibility of future animal laws. One would bar animals from having legal rights on par with humans. The other seeks to restrict laws that could hurt farmers
