But students said the proposed legislation goes too far.
"There should be harsher penalties for repeat offenders, for the people that are consistently breaking noise ordinances. There should be penalties for people that provide alcohol to minors, for people that throw large parties and these things result. Not exactly what this legislation addresses," Davie Holt from the Missouri Students Association said.
Landlords would be held responsible for students' actions if the legislation passes. The city council passed the proposal after a vote Monday night.
