The stuff they used to fill it is called UPM, its a combination of rock, asphalt, and oil. Now the longer snow sticks around the more potholes your going to have.
Cole County Public Works is telling drivers to still drive cautiously because your car can get damaged from a hole in the road. It's not just melting snow and ice that cause potholes, but salt and snow plows trying to clear roads.
Clifford Lepper of the Cole County Public Works says that "when the snow melts the water works it way under the asphalt and when it freezes and thaws underneath there it tends to push the top layer of asphalt off and cause a pot hole."
