Task Force Recommends Tougher Standards
On Wednesday the group appointed by Gov. Blunt made its initial recommendations to strengthen the rights of private property owners. One recommendation prohibits private developers from using eminent domain to acquire land, leaving that power only to governments and utilities. Another recommendation prohibits using eminent domain only for economic development, although governments and utilities could take run-down property through eminent domain. The task force says lawmakers should develop a tougher standard for determining blight in such cases, but it did not recommend a specific definition.
