Tie votes are not new in mid-Missouri. In 2003 and 2004, run-off elections featuring the same candidate occurred in Rocheport. Tony Schapira lost the 2003 mayoral race to Frances Turner in a runoff. But, in 2004, Schapira ran for Rocheport's First Ward seat. He tied with Helen Easley, then beat her by 2 votes in a run-off election.
Southeast Missouri had a tie vote in April 2006, when challenger Stephen Garland and incumbent Terry Wagner each received 103 votes for a Board of Education seat in Meadow Heights. Garland won the run-off election.
