JEFFERSON CITY - Missourians have plenty to think about on election day, and here's something else: Proposition B.

The measure would create a council to make sure elderly and disabled people are getting high quality home care. Supporters say Proposition B would keep folks in their homes, not in facilities. The cost for the program would cost around $500,000 each year.

The Missouri for Quality Home Care Campaign says Proposition B is meant for long-term results. A representative from the campaign says the council would:
-Create a registry of care givers for elderly and disabled people to utilize
-Provide training for care givers
-Make a back-up system of care givers and
-Allow care givers to unionize

The Missouri Alliance for Home Care formally opposes this proposition. A spokesperson from the group says ballot wording is vague, the powers of the new council are unclear and the Department of Health and Senior Services is already doing what the new council would do.

"$510,000 a year, to fund this program...that's in my opinion not necessary to establish a new council to do what the Department of Health and Senior Services is doing now, is unnecessary," said Mary Schantz of Missouri Alliance for Home Care.

The Missourians for Quality Home Care Campaign says the council created by Proposition B would be entirely new. Schantz also says the proposition would raise standards and consistency for home care givers.
