"I'll keep coming here and smoking, probably," he admitted.

What many people don't realize is individual smokers, not businesses, will be fined for violating the ordinance. If someone complains to the Columbia/Boone County Health Department, it will issue a warning. If the problem continues, police can write a ticket that could cost violators up to $200.

"This will be a complaint-driven process," explained Chief Randy Boehm. "In other words, we're certainly not going to be out there looking for violations."

Some businesses will leave the choice up to their customers.

"I probably won't enforce a smoking ban in this bar, unless it comes to the point that its affecting us and our customers based on fines," admitted Jeff Blackwood, McGinty's manager.

"From the people that I know here, I think a lot of the people are going to make the same choice," added Fysher.

The Columbia City Council passed the smoking ban on a 4-3 vote at this week's public hearing.
