JEFFERSON CITY - On the eve of the Governor's State of the State address, educators from around the state gathered for a preview of his plans, but he won't give details until Wednesday.

Frank came to Jefferson City with the Missouri School Board association to hear Blunt's plan to improve education.

"Education should be our highest policy and budget priority, every year that I've served as governor we've increased education funding." Blunt said Tuesday.

Gov. Blunt's proposed budget would call for an increase of $200 million for public schools. While it may increase some programs, not everyone is convinced its money spent the right way.

"I'm anxious to hear what Governor Blunt has to say, I'm not optimistic that he's gonna be looking at the whole picture," Frank said.

Frank feels the biggest problem in Missouri education is not the lack of funding for schools, but the lack of funding for neighborhoods.

"Here the disease is poverty, the problems in St. Louis and Kansas City are the syptoms of that disease, they're not the disease," Frank said.

Governor blunt's proposed budget includes increasing money in advanced placement classes, and new technology in classrooms.  He'll give a full outline during his State of the State address Wednesday.
