"For the first time in the history of the university, state appropriated funds represent less than half of our total budget. It is imperative that we have a tuition and fee policy that is stable and predictable." Floyd said.

He won some of those battles, but lost in opposition to the Missouri State name change. He also lost a battle with the curators over combining his role with the chancellor's role on the MU campus. One of Floyd's last funding decisions as UM president came Sept. 5 of this yearm he signed off on Gov. Blunt's plan to sell student loans from the Missouri Higher Education Loan Authority.

It's been five years since the university has received a capital allocation and Floyd told the Washington media that the battles he fought at Missouri were the right ones, and that they will continue after his departure.
