MOBERLY - Randolph County Coroner ruled the death of Stanley Harlan a homicide.

On Aug. 28, 23-year-old Harlan was making his way home when police claim they caught him driving while intoxicated. Police said Harlan resisted arrest and so they used a taser, or an electroshock device, to apprehend him.

Harlan's family said witnesses stated otherwise.

There has been controversy involving police use of taser devices, which helped Harlan's family gather more than 1,400 signatures to outlaw tasers permanently.

The Harlan family attorney advised them not to comment.

Moberly Police Commander Kevin Palmatory and Randolph County Prosecuting Attorney Mike Fusselman were both unavailable to comment about the incident.

Coroner Luntsford said after he speaks to Fusselman and receives the Highway Patrol and full autopsy reports, he'll comment more on his ruling.
