MOBERLY - The Randolph County Sheltered Workshop is operating without nearly two-thirds of its workforce; the shelter laid off 29 workers last week.
A week ago, 43 workers were employed. Now, only 15 remain. 28 workers with special needs have lost their jobs, along with one staff member.
"We have to make a profit as a business. We tried everything, but I have to have work for them to do," said manager Ron Gilmer.
The shelter is designed to provide work, social surroundings and a paycheck for people with disabilities.
Without enough work, the shelter cannot provide services to all those who need it.
"This is not something to be taken lightly. It's an asset to the community - the cause is just the economy," said Gilmer.
A major part of the work at the shelter comes from outsourced companies. They send items such as sponges and plastic bags. The employees then package and ship them out.
John Emery, 29, has worked for the shelter for nearly a year. He talked with several of his friends who lost their jobs.
"[They are] basically tired of sitting at home [and] want their job back so they can make money," said John Emery, shelter worker.
Gilmer says as soon as there are more opportunities, he will bring back as many workers as he can.
