JEFFERSON CITY - A new system of "single stream" recycling goes into effect Monday.

Single stream recycling means all items considered recyclable are mixed together in the collection truck, instead of being sorted by the resident. City officials hope the change will make recycling easier for citizens.

However, there has been much debate over the additional costs and requirements the new program will pose to residents.

At the beginning of October, residents received two new 65-gallon carts one for trash and one for recycling.

The new recycling service requires each citizen to pay $15.34 a month, which is 46 cents more than the previous cost. Low income residents can request a discounted rate of $13.50 per month.

Residents who don't want to recycle can sign up to receive only the trash cart, but the cost will remain the same.The fine for those not using the mandatory trash service is $50 per offense.

The city council will hear a proposal at 6 p.m. to consider how to financially assist low income residents, as well as how to help disabled residents move the new carts.
