COLUMBIA - The Follow-Up Files digs into the KOMU-8 archives to re-play a story that aired in December of 2004, after Columbia Police re-arrested a convicted felon this week.
The 2004 Target 8 investigation questioned whether the City of Columbia issued a business license to a convicted felon, something that should not have happened. Now Stephen Macon, the subject of that story, has been accused of breaking into Kilgore's Pharmacy and stealing prescription drugs. Macon is believed to have been either the owner or manager of a Columbia security company at the time of the arrest.
Here we bring you the original story, investigated by KOMU 8's Brock Spencer:
When the city tried to find out who the owner of Tiger Security really was, it ended up having to ask Tiger Security.The city didn't have any documents on hand that said definitively who the owner of that company was - a company the city issued a license to a year and a half ago.
So the city had to turn to the Secretary of State office, which said Tiger Security Services is owned by Macon Properties, LLC. But they couldn't tell us who owns Macon Properties.
On the application, Shantell Miller lists her address and the address of Tiger Securities as the home owned by Stephen Macon. He's a man with felony convictions on drug and stealing charges.
The city says it has documents proving that Shantell Miller owns the company. But John Brewer, the company general manager, says Stephen Macon built the business from the ground up. Macon's name and signature appear on the registration for Tiger Securities, but a convicted felon can not get a business license in the City of Columbia.
If all the company does is put in alarms and watch them, no background check is needed, unless you are the owner. All licenses get reviewed, but with a small staff, not all licenses get a full investigation.
"We have over 4 thousand licenses issued. Of course we don't check every one, but if one is brought to our attention, then it is investigated throughly," said Janice Finley, a Columbia License Administrator.
Stephen Macon told KOMU 8 that he only works as a manager for the company. If that's true, no rules are being broken. Macon also told Target 8 that he's done things in the past he is ashamed of. But he's turned his life around to be a good family man and member of the community.
Four years after we originally investigated this story, Macon is now being held in the Boone County Jail. Macon is charged with burglary and stealing.
The owner of Kilgore's Pharmacy told KOMU that Macon did security work for the Kilgore's store on Providence Road about a year ago, though it's the pharmacy's other location that was robbed.
The Columbia Tribune reports that Macon's name does appear as a co-owner of Tiger Security at the Secretary of State's office. If that's accurate, the City of Columbia should not have granted a business license to Tiger Security.
