JEFFERSON CITY - Lawmakers in Jefferson City are considering a bill that would protect property owners from assessments.

Senate Bill 711 went before the Ways and Means Committee Monday afternoon.

The bill is meant to protect all property owners from tax increases caused by reassessment.  Though the mechanics of the bill are still in the works, the bill would give earlier more predictable assessments and increase tax relief for low income citizens and the disabled.

About a dozen people gave testimonials before the Senate members to urge them to adopt the bill. They were met with no opposition.

Although nobody spoke out against Senate Bill 711 Monday, some assessors say some parts of the bill should be amended.

"The essence of it is good, the mechanics of it are not. Again, I think the important thing for everyone to remember is just because the value of your home goes up 20 percent, the total tax base doesn't go up 20 percent. It's going up less than that, because not all property is subject to assessment," Boone County Assessor Tom Schauwecker said.

Schauwecker says that assessors are concerned about the turnaround involved in the bureaucratic processes of the bill.  They worry about lag time between when they first send their property assessment out and when they find out how much it is going to cost them.
