Moberly Woman Claims Assault Was Ignored

MOBERLY - Kathy Flock, a Moberly business owner said she and her boyfriend were attacked outside their home six weeks ago; but police have made no arrests.

Flock owns Studio 1, a salon in downtown Moberly. She moved across town six months ago, and is now regretting her ten-month lease.
 
"You just don't think you're going to be assaulted in downtown Moberly," she said.
 
She said the area is regarded as relatively safe, and was shocked when two men, who work in the building next to hers, beat her boyfriend, Jerry Frank six weeks ago. Flock said the fight happened at 5 o'clock in the afternoon, the day after the men harrased Frank in the alley behind the buildings.
"These are pretty hot-headed guys," Flock said.
 
Frank said he had no idea the men were looking for a fight, and walked up to him on the street, head-butted him, and repeatedly punched him in the eye.
 
Frank said after the fight, an ambulance arrived, and police arrived on the scene. Frank said they made no arrests, and the two assailants began talking to witnesses before the police were able to gather statements.
 
"I used to be a police officer, and they should have detained them on the spot," Frank said.
The Moberly police did not comment, but the Randolph County Prosecutor said they are reviewing documents and witness testimony to further the case, and because of HIPAA regulations, medical records are difficult to obtain.
 
Frank and Flock say six weeks is too long to wait without an arrest, and say they are nervous to work and live where they do.
