COLUMBIA - Gov. Jay Nixon has announced $266 million of federal recovery money will go to Missouri drinking and waste water upgrades.

Columbia will get $67 million, but the deal may not be as sweet as it sounds.

Three million dollars will be a grant, but the other $64 million is a loan. Columbia citizens will have to pay back the loan through their water rates with interest. The money will pay for major upgrades to Columbia plant.

It dates back to 1983 and the last time it got a make-over was 1990. In 2013 the Environmental Protection Agency will require lower levels of ammonia in water systems. Right now Columbia's water does not meet these requirements.

The funding that came from the American Recovery and Reinvestment Act will also help pay for 60 other water infrastructure projects across Missouri. Blue Springs in West Missouri also got $33 million for upgrades. Springfield got $16 million. St. Louis got $10 million and Harrisonville near Kansas City also got $7 million.
