JEFFERSON CITY - Education, health care and taxes are on the agenda as Missouri lawmakers began their annual session Wednesday. Gov. Blunt and legislative leaders want to cut taxes. They also intend to overhaul the state's health care programs for the poor, or at least extend a scheduled mid-2008 end of the state's Medicaid program. Lawmakers plan early consideration of Blunt's plan to finance college construction projects by tapping profits of the Missouri Higher Education Loan Authority, the state's student loan agency. The agenda also includes more safety requirements at mental health facilities and group homes after a Nov. 27 fire killed 11 people in a home for the mentally ill and mentally disabled. Tougher Missouri immigration laws, stricter seat belt laws and new dam inspection requirements also could show up on the agenda.
