    (CNN) - The United Nations' drug strategy of the past 10 years has been a failure, according to a major report by the International Drug Policy Consortium (IDPC), which has called for a major rethinking of global policy on illegal narcotics.

    The report claims that UN efforts to eliminate the illegal drug market by 2019 through a "war on drugs" approach has had scant effect on global supply while having negative effects on health, human rights, security and development.

    KANSAS CITY (AP) — The Missouri Republican Party says a miscommunication caused 10,000 voters in the state to receive mailers with incorrect information about when their absentee ballots are due.

    Ray Bozarth is the party's executive director. He tells The Kansas City Star that there was a miscommunication between the party and the vendor that printed the postcards. The mailers say mail-in ballots must be returned by Oct. 30, but they're not due until election day on Nov. 6.

    JEFFERSON CITY (AP) — The Missouri Supreme Court has allowed an injunction to remain in place against part of the state's voter photo identification law.

    A Cole County judge issued an injunction earlier this month against a provision requiring people lacking photo identification to sign a sworn statement and show some other form of identification in order to cast regular ballots.

    KANSAS CITY (AP) — Police say one person died and three people were injured when an off-duty Kansas City police officer driving a department van hit another vehicle.

    Police spokesman Capt. Lionel Colon said the crash occurred Sunday afternoon on Interstate 435 near Arrowhead Stadium as Kansas City Chiefs fans were arriving for the team's game.

    HERMANN - Neighbors in the town of Hermann, Missouri are still grieving after a fatal accident involving a trolley killed a 55-year-old woman Saturday.

    Paula Heidemann was driving a Hyundai Tucson SUV when state troopers said she pulled out from a private driveway onto Highway 100 into the path of a trolley car. It happened just south of Hermann.

    COLUMBIA - The Missouri men’s basketball program suffered a crushing blow Sunday night when it was announced that sophomore power forward Jontay Porter will miss the entire 2018-2019 season after tearing the ACL and MCL in his knee. The injury occurred during a closed scrimmage with Southern Illinois.

    Porter averaged 9.9 points and 6.8 rebounds as a freshman sixth man last season. He was named to the SEC all – freshman team and the co - SEC sixth man of the year. The 6’11 forward entered the draft initially, but opted to return to school for another year after testing the NBA Draft waters. Porter was projected by some as a sure-fire lottery pick in the 2019 NBA draft prior to the injury.

    (CNN) - President Donald Trump announced Saturday that the US is pulling out of the landmark Intermediate-Range Nuclear Forces Treaty with Russia, a decades-old agreement that has drawn the ire of the President.

    "Russia has violated the agreement. They've been violating it for many years," Trump told reporters before boarding Air Force One to leave Nevada following a campaign rally.
