Belleville's Black Assistant Chief
Now, the 50-year-old Clay is the assistant chief in the suburban St. Louis town. The Belleville City Council created the position last August, and Clay will be the first person to permanently hold the $73,000-a-year job. Clay rose to sergeant in 2000, lieutenant in 2003 and captain last October. Now, he'll run the department's day-to-day operations. Clay says his priorities include a state-of-the-art police building and video cameras in patrol cars.
