JEFFERSON CITY - Gov. Blunt and Missouri Department of Transportation Director Pete Rahn are celebrating completion of the agency's "Smooth Roads" plan a year ahead of schedule. The governor challenged the department last January to speed up the project which focused on repaving and other safety improvements to the 2,200 most-traveled miles in the state's 32,000 miles of roads. The department said those 2,200 miles carry 60 percent of the state's traffic volume and are within 10 miles of 86 percent of residents. The project was funded after voters approved a constitutional change two years ago that directed all vehicle sales taxes to roads and bridges.
