Highway Patrol Gave Concealed-Carry List to ATF and Social Security

JEFFERSON CITY - A Columbia Senator said Tuesday documents show the Missouri State Highway Patrol gave an unencrypted list of Missouri's concealed-carry permit holders to two federal agencies, contradicting prior accounts.

Sen. Kurt Schaefer, R-Columbia, said documents released by the Department of Revenue through a senate subpoena showed the highway patrol mailed a disc containing the list to the Bureau of Alcohol, Tobacco, Firearms and Explosives as well as the Social Security Administration. He said the documents show the disc was not encrypted and a letter accompanying the disc included a password to access the data on it.

Gov. Jay Nixon's office said Tuesday the Department of Revenue would stop including concealed-carry endorsements in the data it scans into its new central database.

The announcement comes a day after the department's director quit after just four months on the job. Nixon appointed deputy director John Mollenkamp as acting director until a replacement for Brian K. Long can be found. Mollenkamp and Long have both testified before a senate committee about the department's use of data.

Speaking with reporters after a Medicaid rally just prior to Schaefer's announcement, Gov. Nixon did not specify whether the state's database containing images of Missourians' private documents would be destroyed. He said the department had not violated a 2009 law he signed banning compliance with the federal REAL ID Act. The governor became exasperated with reporters' questions and accused senate Republicans of drawing attention away from issues like expanding Medicaid. Republicans in both chambers have voted down Democratic-backed proposals to expand the program fully. A GOP-backed proposal has been voted out of a house committee but is not currently on any calendars.
