Senate President Pro Tem Michael Gibbons signed the bill Thursday because Gov. Blunt and Lt. Gov. Peter Kinder were out of the state. The law bans picketing and protests "in front of or about" any church, cemetery or funeral home from one hour before until one hour after a service. At least 12 other states are considering similar bans because of protests at military funerals by a Topeka, Kan., church group. The Rev. Fred Phelps' group says U.S. soldiers die in Iraq and elsewhere because of God's anger at America's tolerance of gays.
