ST. LOUIS (AP) - The director of the St. Louis Health Department is out of work, resigning yesterday after allegedly making a racial slur. Mayor Francis Slay's office is not saying why Doctor William Kincaid resigned, but sources tell several news organizations that Kincaid made a derogatory remark concerning blacks during a staff meeting. The chief of the Bureau of Communicable Disease, Pamela Rice-Walker, will serve as interim director until a permanent replacement can be found.
