One of the victims died at the scene and two others died at University of Cincinnati Medical Center.
The shooting happened near Cincinnati's landmark Fountain Square.
Cincinnati Mayor John Cranley said the gunman was "actively shooting innocent victims."

"It could have been any one of us," Cranley said.
Varying media accounts quote witnesses as saying they heard anywhere from eight to 15 gunshots.
